The NORTH CAROLINA GREEN BUSINESS FUND (the “Program”) is a grant award program authorized by the N.C. General Assembly during the 2006-2007 Legislative Session. Under this Program, grant awards may be made to North Carolina organizations in support of competitively assessed projects focused on the following three Priority Areas:

  1. Development of the biofuels industry in the State.
  2. Development of the green building industry in the State, and
  3. Attraction and leverage of private sector investments and entrepreneurial growth in environmentally conscious clean technology and renewable energy products and businesses.

The North Carolina Board of Science and Technology (the “Board”), a Division of the Department of Commerce, through its Executive Director, has been charged with developing, administering and directing the Program. Pursuant to North Carolina Session Law 2007-323, including §143B-437.4 through §143B-437.8 of the North Carolina General Statutes, The North Carolina Board of Science and Technology approved final Guidelines covering the application and review process for the Program in January 2008.  The North Carolina Board of Science and Technology, through its Executive Director, administers this Program in the manner set forth in the Guidelines. The Guidelines describe the structure and administration of the Program.

The North Carolina Green Business Fund is designed to award funds to North Carolina small for-profit and non-profit businesses, and State and local governmental entities, to encourage the development and commercialization of promising green technologies (Please Note: Specific solicitations may limit eligibility to a subset of entities; please read solicitations carefully for eligibility requirements). This Program is designed to encourage the development of commercial innovations and applications in the following three designated priority areas:

  1. The development of the biofuels industry in North Carolina. Grants made in this category may target projects that maximize the development, production, distribution, retail infrastructure, and consumer purchase of biofuels and workforce development in these areas.
  2. The development of the green building industry in North Carolina. Grants made in this category may target the development of environmentally conscious and energy efficient green building processes, including but not limited to supporting the installation, certification, or distribution of green building materials; energy audits; marketing and sales of green building technology in North Carolina; and workforce development for green building processes.
  3. Attracting and leveraging private sector investment and entrepreneurial growth in environmentally conscious clean technologies and renewable energy products and businesses. Grants in this category may target renewable energy deployment; biomass energy projects; waste reclamation for energy; liquefaction; implementation of innovative energy efficiency technologies; clean distributed generation infrastructure improvements; and other promising technologies.

  • Funding Levels: Up to a maximum of $100,000, subject to eligibility, funding availability, and other requirements.

Please Note: During the FY 2007-2008 Solicitation, eligible applicants are limited to businesses with fewer than one hundred (100) employees.

Reporting
:

All Program reports under this Solicitation must be submitted electronically through our sciGrants website.

Under the terms of the Grant Agreement under which awards are made under this program, an Interim Progress Report is required when an invoice is submitted by a Grantee at project mid-point in accordance with the payment schedule outlined in the Grant Agreement, and at a minimum, every six months after receipt of the Award, regardless of the Award disbursement schedule, until submission of the Final Report. The Board, in its discretion, may require these reports more frequently.

Submitting Reports: If your application is approved for funding, you will be required to submit all reports through the sciGrants system.  If Match Funds are awarded to your Organization, links to all of the reports will automatically appear under your login account in the system. Links to required Reports will not appear until your Application has been processed and funding has been awarded.

In addition, all Recipients that receive, use, or expend a Grant Award within the Recipient’s fiscal year must comply with all applicable State Grant Compliance Reporting Requirements, as described in the Solicitation and Guidelines . These require that the Recipient file the specific information described in the Solicitation with the Board within six (6) months after the end of the Recipient’s fiscal year in which a Grant Award, was received. In satisfying this requirement, all Recipients must use the reporting forms developed by the Office of State Budget and Management and of the Office of the State Auditor, and submit electronic versions of these forms through our sciGrants website.
