North Carolina SBIR/STTR Phase I Incentive and Match Funding Program GuidelinesThe North Carolina SBIR/STTR Phase I Incentive Program reimburses qualified North Carolina firms for a portion of the costs incurred in preparing and submitting Phase I proposals for the U.S. Government’s Small Business Innovation Research Program and Small Business Technology Transfer Program. The North Carolina SBIR/STTR Phase I Matching Funds Program is designed to award matching funds to North Carolina firms who have been awarded a Small Business Innovation Research Program or Small Business Technology Transfer Program Phase I award. In accordance with the procedures set forth in NC General Statutes 143B-437.82, on November 3, 2005, The North Carolina Board of Science and Technology approved final Guidelines covering the One North Carolina Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Phase I Incentive Funding Program, and the One North Carolina Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Phase I Matching Funds Program. The North Carolina Board of Science and Technology, through its Executive Director, administers these Programs in the manner set forth in the Guidelines. The Guidelines describe the structure and administration of these Program. They are not a call for proposals, nor are they an announcement of the availability of funds. The Board publishes a Solicitation and Announcement of the Availability of Funds for each program when they are offered; the Solicitations incorporate these Guidelines, in addition to application forms, specific instructions, and eligibility requirements for the programs. Companies should not attempt to apply for funding before reading the eligibility and other requirements contained within the Guidelines and the Solicitations. Applications for funding submitted before a Solicitation is issued will not be considered; Applications must conform to the requirements and procedures listed in both the Guidelines and the Solicitations to be eligible for funding under these programs.
